No we have our full complement of 38 players on our primary list. So we can't promote any of our 5 rookies unless we have a LTI.
As I understand it Melbourne had 37 players on their primary list when Aaron Davey was a rookie player. They just didn't have enough cash to pay for a 38th player. Finally they found the money and then was able to promote Aaron.
I'm pretty sure that Davey was a "nominated rookie" when he played in the seniors, Malleefowl. They did have to raise some money as nominated rookies are entitled to a higher base payment. Once they were able to afford it, they nominated him to the AFL and he was eligible to play immediately.

14.6 An AFL Club which is eligible to nominate a Rookie Player pursuant to clause 14.5 may:
(a) where the AFL Club has nominated one Player on its Veterans List,
nominate one Player from its Rookie List as being available for selection by that AFL Club for AFL Premiership Season Matches and AFL Finals Series Matches; and
(b) where the AFL Club has not nominated a Player on its Veterans List, nominate up to two Players from its Rookie List as being available for selection by the AFL Club for AFL Premiership Season Matches and AFL Finals Series Matches.
From where I stand, we fit neatly into sub-clause 14.6(a), so we have a right to nominate one rookie for senior selection. Anyone disagree?
